Description of Ranks

Youth Member: A younger man or woman, greater than 14 years of age but fewer than 18. A future Member. At the age of 18, they will have the opportunity to petition to become a “candidate.” This requires Parental Consent, and any members working with Youth Members must obtain a federal child abuse clearance and background check.

Rules concerning Youth Members:

1) They must have a relative in the same state who is in or is also applying to the Organization. Their relative must be accepted first.
2) They can never attend our events without being accompanied by their relative.
3) There will never be a payment necessary to become a Youth Member.

Candidate: An applicant of at least 18 years of age under a probationary period before becoming a Full Member. This probation lasts a minimum of 6 months unless waived by the National Lead. If the National Lead accepts them, they will receive their certificate at the end of this period. (Candidate is required to cover their state and federal background check costs)

Full Member: After their 6 months of probation, all those accepted become Members.

State/ Province Officer Ranks
A Officer is the leadership category for each state in the United States and each territory in other parts of the world. They have gone above and beyond for the Organization. A “Officer” includes all the below ranks:

State Lead: Provides direction for the state they are responsible for, including state operations, planning, vetting, and training. Organizational and excellent Social skills are a must.

Elected annually by the members of the organization. The election of the State leader will be
conducted by Ranked Choice vote at a state-wide meeting of the organization on the first Saturday of every
year.

State Assistant Leader: Aids and assists the State leader in all their responsibilities, including state operations, planning, vetting and training. Organizational and excellent social skills are a must.

Elected annually by the members of the organization. The election of the State leader will be
conducted by Ranked Choice vote at a state-wide meeting of the organization on the first Saturday of every
year.

State Secretary: Appointed by the State Lead
Works directly for the State leader and performs administrative tasks pertaining to operations of the state, specifically the taking and distribution of minutes from any official meetings of the state or state leadership. Performs other administrative tasks as required by the State Lead.

State Communications Officer: Appointed by the State Lead
A requirement for this role is to meet the minimum licensing standards as set forth by each state. They are also responsible for providing communications support to the state membership. They will also promote the goal of having all state members getting a Technician class Amateur Radio license at a minimum. They will also plan and support communications exercises in their State.

State Public Relations Officer: Appointed by the State Lead
Works with the State Lead to disseminate public relations programs for their respective
State. SPRO’s main focus will be to promote political candidates, community relations,
coordination with local governments and law enforcement. The SPRO is timely in documenting and
disseminating events that occur within the state, with our member community.

State Training Officer: Appointed by the State Lead
Collaborates with the State Leader to develop, plan, and train members based on state and
zone needs. Must have excellent documentation, communications and training skills with previous
class facilitation experience.

State Vetting Officer: Appointed by the State Lead
Works with the zone vetting officers to ensure state vetting policies are adhered to and assist
inactive zones or zone leaders without current state vetting officers. SVO will also assist new zone
vetting officers learn and understand vetting policies and procedures.

State Chaplain: Appointed by the State Lead
Tends to the physical, spiritual, and emotional welfare of organizations and community
members in the state. The State Chaplain is a DRT second responder and is expected to deploy to
areas affected by disasters to give physical, spiritual, and emotional aid. Must be an active or prior
ordained minister.

State Strategic Planning Officer: Appointed by the State Lead
Works with the State Leader to identify, coordinate, and respond to disasters. The SSPO works with, helps, aids, and supports state roles when a disaster affects more than one state. SSPO works with, helps, aids, and supports the State Chaplain when a disaster occurs.

State Intelligence Officer: Appointed by the State Lead
Provides Intelligence support to the State Leadership and will be the primary point of
contact within the state for all intelligence matters. They will be responsible for monitoring State
and Local legislative initiatives that may be of interest to or impact the membership in their
state. They will also be the primary collection points for information regarding direct and indirect
threats to their membership or to the Republic.

State Treasurer: Appointed by the State Lead

The State Treasurer plays a critical role in safeguarding our financial integrity and ensuring the responsible management of resources. The State treasurer’s responsibilities encompass overseeing financial activities, developing strategic financial plans, and ensuring compliance with relevant regulations.

National Officer Ranks for all countries minus America

National Director: Provides direction for the national region they are responsible for, overseeing national operations, planning, vetting, and training. Exceptional organizational and interpersonal skills are required.

Elected annually by the members of the organization through a Ranked Choice vote at a national meeting held on the first Saturday of every year.

National Assistant Director: Assists the National Director in all responsibilities, including national operations, planning, vetting, and training. Possesses strong organizational and interpersonal skills.

National Secretary: Appointed by the National Director. Works directly under the National Director, managing administrative tasks related to national operations, particularly the recording and dissemination of meeting minutes. Also handles other administrative duties assigned by the National Director.

National Communications Officer: Appointed by the National Director. This role requires meeting the minimum licensing standards as mandated by each country. Responsible for providing communications support to national members and promoting the acquisition of minimum Technician class Amateur Radio licenses for all members. Plans and executes communications exercises nationally.

National Public Relations Officer: Appointed by the National Director. Collaborates with the National Director to execute public relations programs for the national region. Focuses on promoting political candidates, fostering community relations, and coordinating with local governments and law enforcement. Ensures timely documentation and dissemination of national events to the member community.

National Training Officer: Appointed by the National Director. Works with the National Director to develop and implement training programs tailored to national needs. Possesses excellent documentation, communication, and training skills, with prior experience in class facilitation.

National Vetting Officer: Appointed by the National Director. Collaborates with zone vetting officers to enforce national vetting policies. Assists inactive zones or zone leaders lacking current vetting officers. Provides guidance to new zone vetting officers on vetting policies and procedures.

National Chaplain: Appointed by the National Director. Attends to the physical, spiritual, and emotional well-being of organization and community members nationally. Acts as a second responder during disasters, providing physical, spiritual, and emotional support. Must be an active or previously ordained minister.

National Strategic Planning Officer: Appointed by the National Director. Works with the National Director to identify, coordinate, and respond to disasters. Provides support to national roles during multi-country disasters and assists the National Chaplain during such events.

National Intelligence Officer: Appointed by the National Director. Offers intelligence support to national leadership and serves as the primary contact for all intelligence matters within the national region. Monitors national legislative initiatives and gathers information on threats to the membership or the organization.

National Treasurer: Appointed by the National Director. Responsible for safeguarding financial integrity and managing resources. Oversees financial activities, develops strategic financial plans, and ensures compliance with regulations.

National Historian: The National Historian chronicles events and the history of the Liberty Vanguard with the National Director, International Historian, National Secretary, and State Secretaries. The National Historian is usually in the same town as National Director due to sensitive documents staying in the local area.

National Ambassador: The National Ambassador is in charge of diplomatic relations with all international ambassador for his nation and all other National Ambassadors.

Appointed for life unless otherwise specfied in the American By-laws. The International Director can be chosen from any country within our organization. The International housed in what ever country the International Director resides in.
